Question
My father has remarried. His new wife has a daughter from her previous husband. Can I marry that daughter of hers?

Yes, you may marry her because she is stranger to you in every respect.
Neither her mother nor her father is related to you in a way that would prohibit you from marrying her. She is your father's step-daughter, but no relative of yours.
Though different cultures have different customs regarding the suitability of such marriages, it does not fall within the prohibited degrees of marriage in Islam.
